You will remember that the ACEC has frequently complained of the staleness of annual reports from the colonies, and that the Committee was informed that we would try to get advance copies of reports as they came out and have them duplicated in this country and circulated to members. So far we have received three advance copies from Borneo, Mauritius and Hong Kong. The history of the duplication of these reports has been a sorry one.
The Borneo report was sent to be photostated and after some trouble and by way of a favour 25 copies were produced and circulated to the O.T. Sub- Committee.
The Mauritius report was photostated very speedily and efficiently, but our efforts were brought to scorn about a week after photostating was completed Mauritius sent us a large batch of printed copies.
The Hong Kong report was sent to us with a note from the Colonial Secretary regretting that no further copies of the report were available. I sent this to be photostated and was told by the copying department that the stationery office had a typing pool which could produce bound typescripts in about three weeks; since this process is much cheaper than photostating and since there was plenty of time avail- able I asked them to get this done. The reply was that the stationery office would not type copies of printed documents. I enquired further of Mr. Muston as to what could be done and he sent me the attached minute. As you can see it is not very comfortabze.

It seems to me that in view of our promises to the ACEC this is a very unsatisfactory state of affairs and something ought to be done about it. Life is too short for one to attempt to summarise annual educational reports in large quantities, and in many cases it is not possible to do so. Similarly the resources of our typing pool are too small to be used for such work. If we are to fulfil our promises to the Committee some means will have to be found of overcoming the difficulties expressed by Mr. Muston. At the same time we shall obviously have to see that fiascos such as the needless photostating of the Mauritius report do not occur.
